Not just the low vaccination rate, but also high median age plus cultural resistance to vaccines. And they rely heavily on public transport, which can be very crowded.

It is true the number of cases in Japan are still relatively low but exponential curves are something else. Once the train gets moving, it's hard to stop. Delta is especially infectious and it's estimated 1 person can infect 6-8 people. (2020 covid was around 2-3)

Science is nice, but not always correct. Waiting the extra time to see the trial of vaccine is/was smart.
Not knowing much about genetic factors in the Japanese that could affect them, I think they did it right. Not jumping to any solution so quickly. What if there was a genetic factor that affected the Japanese and had tragic results once the vaccine was dispersed.
