In 2013 Winnipeg Police Chief Devon Clunis announced the Winnipeg Police Service's new strategy in relation to sex trade activity in the City of Winnipeg.
In the most recent phase of this on-going project, the Counter Exploitation Unit (CEU) in collaboration with Community Support members from Divisions 11 and 13 ran the CREATE initiative between March 7th-11th, 2016, resulting in the following statistics:

Enforcement:
Ten men, ranging in age from 21-57 years, were arrested for Obtaining Sexual Services for Consideration. In addition, eight vehicles were seized under the Highway Traffic Act.

Five adult males were cautioned by officers for frequenting areas in the city that are known for sexual exploitation. These men were provided with information through the Salvation Army's Reality Check program.

Interventions:
During the project, a total of 22 adult women believed to be engaged in the sex trade were interviewed by officers, and in these cases it was determined that there was little or no degree of exploitation taking place. Officers offered various levels of community supports to the women who were interviewed. These interventions took place in local body rub parlours, hotels, and at the street level.

Public Awareness:
In keeping with the public awareness portion of the strategy, members of the CEU have been proactively working with various local hotels in an effort to identify suspected cases of Human Trafficking or sexual exploitation that might be taking place at these locations.
In conjunction with project CREATE, officers conducted on-site visits at eight local hotels that had been previously identified as having escort-related activity. Officers provided staff at these locations with information relating to Human Trafficking and sexual exploitation.

I'm trying to read between the lines in this report. Here's my take on it......

CEU visited 22 SPs on the street, at body rub parlours and in hotel rooms to ensure that they weren't being exploited. They don't break down how many of those 22 fit into the three categories, but the most important thing to note is that none of them were deemed to be exploited against their will.

10 men were arrested for procuring services for money. Again, there's no breakdown on if they were caught on the street, at a body rub or in a hotel. But the fact that eight vehicles were seized tells me that at least 8/10 were at street level. That leaves two arrests where the scenarios are unidentified, but if I had to bet I would go with the assumption that those were also at street level but on foot and a vehicle wasn't used. I would be surprised if any arrests were made from men visiting incall locations or massage parlours. I think that bodes well for those of us who see SPs at these locations.

I think it's important to note though that they are definitely watching us. They're talking to hotel staff about what's going on at their premises. I'm sure some of them were already aware of what was happening in some of their rooms but now that CEU has put the heat on them they may be reluctant to rent rooms to women they suspect are SPs, although I'm not sure they can legally refuse rooms on suspicion. I also wonder how many SPs got scared out of the business after being interviewed by CEU.

Seems to indicate street level. Likely some undercover arrests.

Attempt by Devon to divert attention from the Caspian investigation.

Binders of false invoices entered into evidence and Clunis retires the next day. Coincidence? Not in my opinion.

He is now 5 years in or close too? Is the city pension not the average of your 5 best years?
I bet Sam is into the new building more so than Clunis though.

Oh my god you mean sex workers are like other workers they are olny working for the money. How shocking and I thought it was my charming personality and good looks. Nothing to do with the money paid for services rendered . Does this mean the people who serve me at restaurant's are doing for the money as well :confused:

Lets then charge the owners of retail store chains for the exploitation of there employees . I bet a lot of people working at wall mart are doing it as a way of survival Let's charge sam walton for his exploitation of people.

FYI If you work retail as a cashier at wall mart or most other retail stores . Cashiers can olny pee when on break time . When another cashier takes there post or they close the till . Do it any other time and the company in retail stores consider this to be theft of company time.
