MPH...your comment was along the lines what I was thinking in my above comment. Thinking outside the box. Good on you. I will repeat it again....I'm sure there is a percentage that can be worked with and want to improve for a better life. In fact, I've watched programs on TV where severe addicts are now " cured " free from their demons " and now are spokesmen in schools, communities for youth etc. They wanted a much improve life, worked at it and they got it. However, there's the other side that are too far gone to work with simply because of the lack mental capability.
As I said. One needs to walk DT Vancouver Main and Hastings. Its a whole different story when it's right in from of you. Things aren't always black and white. What works for one doesn't necessarily work for another, or many others.
THE VPD, years ago, had a tv program called " THE BEAT " It focused on the downtown east side. That program was a real wake up call and they themselves said that some are incurable. Very sad.
