What Do Providers Mean By "No Blocked Numbers"

I see this on ads, "No blocked numbers"
What does that mean?

You know you can hide your number on your phone, right?
That's what that means so if you want to contact that provider, don't do that.
And you, fellow pooner, will be pooning away like its nobody's business!!

On a cell phone you can block your number from showing on the phone of the person you are calling.
