Firing the employees involved with the bribery doesn't fix the industries at all.

I've been involved with International manufacturers who sold into the Persian Gulf amongst other not so favourable regions. The sales people know that all their competitors have access to funds to gain access to higher level personnel to the decision makers. Tales of lawyers brief cases filled with cash were real.

SNC was playing by the same rules as contractors from France, UK and the USA. Problem was their audits didn't hide the facts about the bribes.
I’m not so sure about SNC playing by the same rules. The US was actually the first country to bring in legislation similar to our Corruption of Foreign Public Officials Act. They then pressured other western nations to do the same in order to level the playing field. Let’s not forget that Quebec has a long history of corruption in both politics and business. Remember Duplessis? Remember the Charbonneau Commission?

OTTAWA — Canada’s former justice minister repeatedly warned the country’s top public servant about possible political fallout if she intervened in a criminal case involving a major Canadian corporation, according to a recording of their conversation released on Friday.

Jody Wilson-Raybould, who was also the former attorney general, gave the recording to a parliamentary committee that had been looking into her accusations that Prime Minister Justin Trudeau and his top aides had improperly pressured her over how to handle the case.

She also provided the committee, where she testified last month, with emails, texts and a statement.

Her accusations led to a political crisis for Mr. Trudeau that has dominated news coverage in Canada for the last two months and badly tarnished his image as a feminist who had pledged to bring clean ways to politics.

In the firestorm, Ms. Wilson-Raybould resigned from the cabinet — where she had been moved to the post of veterans affairs — as did Jane Philpott, another minister, and Gerald Butts, Mr. Trudeau’s close friend and top political adviser. Michael Wernick, the clerk of the privy council, also resigned his post.

Mr. Trudeau has repeatedly denied that anyone strong-armed Ms. Wilson-Raybould, saying the government was concerned that a criminal conviction for the company would put thousands of Canadian jobs at risk.

He is now preparing his campaign for re-election in October, and has been trying to divert the country’s attention away from the controversy and toward his achievements and plans for the future. Friday’s release of documents is not likely to help.

In her statement, Ms. Wilson-Raybould, a lawyer who was once a regional chief of First Nations on Canada’s west coast and an advocate for Indigenous rights, commented on how the case has been portrayed in the media.

“A significant part of the public discourse about this matter has touched on issues of race and gender and in particular there have been undeniable elements of misogyny, most of it aimed at myself,” she wrote.

Echoing Mr. Trudeau’s call during the last election for a different approach to politics, Ms. Wilson-Raybould thanked Canadians “who give me hope” and wrote that she looked forward “to acting alongside them in the future — a future where we truly do politics differently.”

In the recording, which is just over 17 minutes long, Mr. Wernick, the clerk of the privy council, told Ms. Wilson-Raybould repeatedly about Mr. Trudeau’s concerns about potential job losses if the company, SNC-Lavalin, was convicted on bribery charges, and then banned from government work.

The company has been charged with bribing Libyan officials during the dictatorship of Col. Muammar el-Qaddafi, and defrauding the Libyan government.

Mr. Wernick said Mr. Trudeau did not want to do anything illegal or inappropriate, and asked Ms. Wilson-Raybould why she was unwilling to use a new law that could replace a criminal conviction with a hefty monetary penalty.

Ms. Wilson-Raybould warned the clerk about the dangers of the government intervening in the case and issuing orders to prosecutors who are independent of politicians in Canada.

“Does he not understand the gravity of what this potentially could mean?” she asked the clerk, referring to Mr. Trudeau. “This is not about saving jobs. This is about interfering with one of our fundamental institutions. This is like breaching a constitutional principle.”

The recording was made without the clerk’s knowledge, Ms. Wilson-Raybould told the committee in her statement. This is legal in Canada, but she acknowledged that it was “inappropriate.”

But she said that because she took the call at her home in Vancouver, British Columbia, she didn’t have access to a staff member to take notes.

Last week Mr. Trudeau put new processes in place for how the government handles criminal matters and has ordered a review into splitting the attorney general’s job from that of the justice minister.

But that has not satisfied the opposition Conservative party, which has been trying to keep the controversy alive.

Conservatives have demanded that the justice committee call Ms. Wilson-Raybould back for more testimony, but the committee, dominated by Mr. Trudeau’s Liberal party, has refused. The Conservative leader, Andrew Scheer, has frequently accused Mr. Trudeau of a cover-up.

Mr. Trudeau has been careful not to criticize Ms. Wilson-Raybould or Ms. Philpott, and the two ministers remain as Liberal members of Parliament.

But over the last week, other Liberal caucus members and cabinet ministers have not been so circumspect when it comes to their former colleagues.

Canadians vote for their local members of Parliament, not the political parties or the prime minister. As a result, the political turmoil Ms. Wilson-Raybould triggered could affect their colleagues’ chances of re-election in this October’s federal election.

The criticisms became more widespread last week after Ms. Philpott told Maclean’s magazine that “there’s much more to the story that needs to be told,” but that it wasn’t coming out because “there’s been an attempt to shut down the story” by Mr. Trudeau and his aides.

Some Liberal members of Parliament now say they will push to expel Ms. Wilson-Raybould and Ms. Philpott at a caucus meeting scheduled for Wednesday.

At the same the pair appeared before the Justice Committee lied through their teeth as per the new info.They all but said the former AG was telling LIES.

Did this ALL happen because Justin Trudeau was not "aware" of it?.....not likely!!!!......this the typical thing from the Lieberals.

How long am I going to go on watching Canadians work to destroy their own economy? The SNC Lavalin issue should have been over a decade ago. The employees that signed on to bribery were fired almost immediately. The issue was taken up in a jurisdiction, Switzerland that was privy to transactions between SNC Lavalin and Libya. SNC Lavalin, a shadow of its former size now, appeals that a prosecution will push the company and its remaining employees out of Canada and the media spins that as a threat to help get rid of SNC Lavalin.

The stock price is down but SNC is by no means “a shadow of its former size.” If this was a one off thing and they had turned themselves in maybe they would qualify for a remediation agreement. It is part of a long history of corruption in Canada and worldwide. They have been sanctioned by the World Bank for corruption in Bangladesh. Then there are also the McGill University hospital and the Cartier bridge.

And how exactly will a conviction push SNC and its remaining employees outside of Canada? Seems to me that SNC Lavalin has denied that and it is a claim the PMO is making. Do you know that SNC has an agreement with Caisse de depot to keep its head office in Quebec until at least 2024?

His father gave him and all Canadians his age a rough start in life with upwards of half a trillion dollars debt that still sits on the balance sheets including what the elder Trudeau foisted upon provinces and territories with cost sharing agreements. Federal debt in 1968 when Pierre Trudeau took office was just $18 billion left over from World War II. National debt now $1.2 trillion, over 75% of GDP. Canadians don't have much in the way of skill sets either beyond being crash-test-dummies for nearly any consumer item available on the planet. I think that what Justin did with SNC Lavalin, he tried to do for Canada.

Good guys and bad guys? I think the issue is whether SNC deserves a DPA or not. I for one think they don’t. But my humble opinion is only based on Canadian law.

Eh. If a thief steals from another thief, we can still call him dishonourable. I'm fine with them being penalised.

I'd like to see SNC out of the Skytrain business while we're at it, to be honest. I was surprised to hear that they were both contracted to evaluate and recommend on the transit needs of the Broadway Corridor (i.e. decide between light rail, Skytrain, and other options), and also the company to build it if Skytrain was recommended as the best option. Guess what they recommended?

SNC are not allowed to bomb anybody either, so that's consistent. The federal government are in charge of the foreign policy. Whether they screwed up or not, it's not an excuse for further screw ups. It will be worse if we allow private companies decide what's appropriate. They have all the reasons to care about their profits more than the country's benefit.

Same as if a DPA is appropriate or not is unimportant in the big picture. It's much more important the independence of the prosecution gets protected from manipulation by the PM.

Most of military interventions are crimes against humanity, if you ask me. They are usually started without real proof that extra deaths and destruction are better than without the intervention.
Yet, bribes afterwards do make it visibly worse. People elsewhere will believe easier that Canada was in the bombings to get a commercial benefit at any cost. I doubt it is justified from moral / world politics perspective to have any for-profit projects at all in the countries we bombed.

I don't agree with your last statement entirely Felix.....but I do somewhat....when going into foreign conflict ( the ones I attended) I saw crimes against humanity, that still wakes me at night in a cold sweat.
Women and children being cut apart, homosexuals thrown off buildings, you name it I saw the aftermath, and the carnage.
The North American War Machine rolls in, and begins to oppress the oppressors....we go in to keep them busy at home, so their evil doesn't keep spreading.
Then the local killing plants are disrupted, they are kept busy.....then eventually upon gaining the upper hand, the original focus is lost sight of....and the wholesale slaughter starts.....everything is looked at as an act of aggression.
I guess my point is .....we go on with good intentions, yet we at that point aren't real sure who the enemy really is, as they are living amongst the people you are trying to protect....it is chaos, and confusion.
In the beginning intervention ,in my opinion is warranted ....to save the innocent few, then we remain there, and to protect our foothold, sometimes we justify it with extra death....but we are there already within a total shitshow clusterf#%*k of a country, loosing focus of why we are there in the first place.
I know I came back asking myself.....did my contribution help?.....or did I make it worse?
Was it really worth the nightmares, and the scars, and what I lost in my soul in the process, yet I did literally save people from horrible deaths, and reunite families.

I do know I came back with the belief....take care of home first, before you go out and save the world.

we have a company in Alberta, called PCL, one of it's executives was asked about this type of crap

he basically said, they don't try to business in places like Libya, because they don't want to do business that way, so they stay in countries where you don't need to bribe people

the guys in Que, that's their culture, they do it in Que, so why not everywhere else

they just don't think the law should apply to them, neither do the Liberals

From comments around the board, I know alot of people don't like him. Why? Is it because he is a Liberal, doubt it. Because he is spending more money than he has available- most likely. Or because he believes in the social system for the betterment of Canadians. Or his support of First Nations who seem willing enough to throw knives at his back because of the oil pipeline.

Pipelines and Oil supply will be a big issue; along with carbon tax.

Social programs; including universal health care will be platforms.

Bringing in more revenue should be disscussed either through natural resources; export taxes on minerals etc.

Reequipping the military with sustainable dependable equipment that is not 40 years old and is on the shelf for ready deployment.(not borrowed or rented). Replenishable and available stocks of ammunition for training(that bullet cost $1.00, but if we don't shoot it we save a dollar) great thinking--- sad for training......

Governments have to get out of the habit of paying for it out of another budget.... that just cost taxpayers more in the long run.

Mostly I predict a conservative majority.

Anybody that is saying cut taxes for the next election, won't get my vote. It seems like a win-win situation when you say I'll cut taxes. To maintain the status quo and still have tax cuts means the money has to come from somewhere? It just means the promised tax cut, is only a ways to get elected and not try to do the best for the country.

Yes I still want those social programs. For the youth, education.

Demographics - aging population and not enough health care workers to look after them in those badly run old age homes.....

Instead of ripping the country apart, try building it up.........

Canada's top civil servant says he didn't brief Prime Minister Justin Trudeau on a secretly recorded phone conversation with then-Attorney General Jody Wilson-Raybould about SNC-Lavalin because everyone "went on holidays the next day" and when they returned, it wasn't the most pressing issue.

The statement released on Saturday by the lawyer for Michael Wernick, the clerk of the Privy Council, comes a day after the House of Commons justice committee released an audio recording made by Wilson-Raybould of a Dec. 19 call between herself and Wernick.

Wernick — who was not aware he was being recorded in the 17-minute call — is heard warning Wilson-Raybould that Trudeau was "quite determined" to prevent SNC-Lavalin's criminal trial from leading to job losses.

Wernick said Trudeau wanted to know why the then-justice minister hadn't used a new legal tool to allow the Quebec-based engineering giant to avoid a criminal trial on corruption-related charges.

Wilson-Raybould is heard repeatedly stating that she thought the conversation with Wernick was inappropriate and that she wanted to protect the prime minister and the integrity of the government.

Conflicting claims

In contrast to Wilson-Raybould's testimony on Friday where she alleged Trudeau was set on stopping the criminal prosecution, Wernick said the PM was not aware of her concerns, and the SNC case was not a priority for the PMO.

In the statement from lawyer Frank Addario, Wernick said he raised the issue with the then-attorney-general "as part of his job to manage relations between the PM and his cabinet ministers."

Wernick said he didn't brief Trudeau on Wilson-Raybould's concerns because, following their phone conversation, "everyone went on holidays the next day."

Wernick's statement appears to shed some light on how Trudeau could have been left in the dark about Wilson-Raybould's concerns.

Trudeau's spokesperson, Cameron Ahmad, said the Prime Minister's Office was unaware of the full contents of the audio recording until it was played to lawmakers on Friday.

"When everyone returned at beginning of January, the first burning issue was the [Scott] Brison resignation and a Cabinet shuffle," Wernick's statement said.

"The SNC issue never made it back to the top of the discussion list."

The statement said Wernick "never discussed SNC again with the PM or PMO until someone leaked the story to the Globe and Mail in early February."

Wernick will be leaving his post as Canada's top civil servant before the federal election this fall.

So now the soon to be gone Michael Wernick is saying the Prime Minister was not updated/told/informed about the outcome of his phone call to Jody Wilson-Reybold which was done at the behest of the Prime Minister because the Prime Minister was on Christmas Vacation.....yeah right.....the guy made the veiled threats and got no capitulation during the phone call as if he was not on the phone again in a minute telling Trudeau that she was not going to "play ball".

It just amazes me how in denial Trudeau and his government is.When the story broke in the Globe & Mail Trudeau called it "FALSE" and has continued to do so all the way.Now with the recorded phone call the Lieberals are spewing that Trudeau had
no knowledge of it.....if anybody ACTUALLY believes this I want to sell you the Centre Street bridge here in Calgary....I own it I swear....it is mine lock,stock and barrel.....I will sell it for a paltry 10 MILLION.

What is everyone upset about? Governments can look at things, but in the end here SNC Lavlin went to court. The issue is they looked at having the Justice Ministry just fining SNC Lavlin (instead of going to court). This didn't happen.

When you are the PM you can't have people outshinning you. JWR if she did interfere with the SNC Lavlin case, would of been found out, and only she would of been the target of political hacks. She did what she thought best, and along the way lost her cabinet post. She got another portfolio, which she resigned from.

Now JWR looks like a whistle-blower.... Obviously the liberals can never trust her again. The conservatives are using JWR as a wedge for their election platform for the fall. If JWR is kicked out of caucus, would she sit as an independent or move across the floor to the conservatives. Just by her turning evidence against the Liberals about the pressure to do something about the SNC Lavlin; which political party would trust her in the future (let alone a cabinet position). All because she did not follow the party line directed.....She didn't do what the privy counsel wanted, got a reduced portfolio and she only figured out the loss of the attorney general position, she lost her voice in cabinet, because no liberal gave a damn about veterans affairs... Especially the PM. Think about it, they even offered her the Indian Affairs portfolio (which they knew she would never accept because of her background)

She was damned if she did, and dammed if she didn't get SNC lavlin off.

Its just killing a political rivals career before it even got started. The PM's father was awesome at this, killing up and coming Liberals, setting them up for scandal.... ending their political careers.... And people say Justin is stupid.....

The Liberals shut everything down, and all people are trying to do is repeat, repeat, repeat, it get to be tedious, oops there is an election coming up....who looks stupid now when your agenda is you did something wrong, but not really, because SNC Lavlin went to court....

When it comes down to brass tacks this is Canada's version of WATERGATE.When the story broke by the Globe & Mail Trudeau said it was "FALSE"....then comes more details.....then comes JWR being muzzled and not allowed to speak....then when she was allowed to speak it was with conditions....then Gerald Butts resigns.....then Philpott resigns....and more details come out.....then Wernick resigns.....and then the recording comes out and more details come out....then Butts has more to say and then today JWR and Philpott get booted out of caucus.

This is the most serious ETHICAL breach in the history of Canadian politics.A sitting Prime Minister sets up a get out of jail free card for a Lieberal party crony donor via the DPA which was snuck into an omnibus budget bill at the behest of the Lieberal Crony Donor and the charges occured from 2001 to 2011.The sitting Justice Minister/AG says NO to it and then she gets the screws put to her by the Prime Minister/Gerald Butts/Micheal Wernick as well as the Finace Minister Morneau and a shitload of other people as well to try and influence/strong arm her into giving SNC Lavalin a nice cushy option and still get Canadian Government contracts instead of being barred from them.....and she said NO....on principal as well as the moral highground as SNC is guilty as hell.

If you think Trudeau has been "smart" about this.....well all I can ask you is if you like to smoke crack on a regular basis.This is the biggest bombshell in Canadian politics and Trudeau has done nothing but handle it as badly as Inspector Clouseau trying to catch Kato when he enters the apartment......nothing but bumbling and total ineptitude right from the start and his press release today when he kicked JWR and Philpott out of caucus was just another fuck up.....continually trying to pin the blame on them instead of OWNING up.....all because yeah you got it.....the new Justice Minister is just waiting for the shit storm to dies down and get quiet so he can intervene and grant the DPA to SNC on the quiet.....when nobody is paying attention.Got to take care of those Cronies that shoot $150,000 a year to the Lieberal party coffers.

Stormrider has it right.

Trudeau has damaged his image and probably can't form a majority government in October. Last time, the Liberals were transferring money to the party through the Sponsorship Scandal, that lead to 10 years of Stephen Harper. I wonder what one is to do when they are adamantly ideologically opposed to the Conservatives' social politics, repulsed by Trudeau's actions, and unconvinced by the NDP (both its platform and its chances)?

If only Trudeau had kept his word about PR, then collaboration might've overridden the battle-of-the-cults that politics has become. I'm tired of supporting unappealing people to avoid different unappealing people gaining control.
