Most larger amps have a token caucasian mixed in with the lineup, all the good ones have multiple postings on PERB here under Massage Review section. Depends if there is a geographic requirement, then you can pin them down. Look at the back pages of the Georgia Straight, that will give you a sampling of the major amps.

I have visited 2 massage parlors. One could be called an Asian one and it would be the Atlantis Spa in Richmond. That one is relatively cheap but the service varies depending on the masseuse. As for Caucasians, they have Spanish, Swedish, French and Scottish if the front page can be believed. I've never tried the Caucasian masseuses there so I have no idea whether they look as good as their photos.
A much more expensive massage parlor would be in Vancouver and that would be the Platinum Club. The price is high but the accommodations, lingerie and the service is very good. They obviously have Caucasians there too. They're good looking. The masseuses have changed since I was there though.
