Everything started out cool and people were very happy with it cuz it
worked! Then all of a sudden people would sign up looking at all the info
and thought, hmmmm, why should I contribute anything I can leach all
the info I want from all these suckers who post it here.
No need for me to contribute anything, why bother when all this
wonderfull info is to be had.
Kinda like the honour system you know. Only those who don't put
anything back are IMO less than honourable.

I agree somewhat with what you say QM'R. I think there are also other reasons that prohibit people from posting, security being the main reason.
There are a lot of IP tracking sites that monitor where people go. Most of it is used for commercial purposes (ie: target advertising), but there are also sites that are regulated by enforcement and government agencies that do the same thing. The only difference is that they are using the information gathered for a completely different purpose.
I also take it that a lot of the readers/posters here are married and don't want to risk the chance that they could get caught by a private eye in case their significant others ever decide to hire one. It's not that hard for most computer and web savvy PI's to monitor web traffic off a home computer system remotely if they really wanted to do it.
So of course, posting on the forums that they've actually visited MPs and SPs would only make things worse if they get caught. I guess that's the sad thing about Canada or NA in general. It's such taboo over here. Over in most Asian countries, pooning is considered to be much more acceptable and even the women there have developed an understanding and acceptance for it.
A suggestion that I can make to readers who are paranoid is to make sure you have a good firewall installed. ZoneLab products work well, but if you do a Google search you can find some free open source firewalls that work well too. Just don't rely on Windows own built in firewall. It's a POS imho and often times you lose too many packets thus hindering your connection speeds.
Secondly, if you want to weed out as many of the IP tracking sites install Peer Guardian 2. It's pretty easy to use and again it's open source. Once you install it and get it running, you can see all the tracking sites that are bombarding your computer and how PG2 helps block it off.
Getting back on the subject here, I think a tiered level system can be implemented as a solution to encourage people to post more. I'm just not sure if the owners/mods would implement something like this since it probably works against their business model which relies heavily on ads and viewership.
Some forums grant different levels of access depending on a number of factors based on the contributing poster. For example, a poster who has been on the forum for over 2 years, made over 1000 posts, of which many are useful, constructive, and helpful might have level 9 access. This would be considered a very hight level. A brand new user would normally start out with with only level 1 access.
As users contribute more and more, their access would be increased thus granting them privileges to view and post in higher level forums.
Someone with level access 3 would only be able to view posts with level access 3 and lower. In order to view level access 4 posts and higher they would have to earn that privilege.
In order to earn that privilege two things should/need to happen. They need to keep posting useful content. For every post they make that is useful they will have their "score" increased and it will count towards granting them higher access. Secondly, they need to be voted by the peers or moderators of the forum that they can be granted a higher level access. It's a pretty democratic system and works very well. Someone who obviously doesn't deserve a higher level access will be voted no by the majority.
