Marijuana's Legalization & PERB's Rule # 10 ?

Now that Pot's Legal in Canada, is the Discussion of Marijuana in Reference to PERB's Rule #10, fair Game ?

PERB user guidelines.

10. It is not permitted to transmit via PERB any information, data, text, files, links, software, or other materials ("Content") that PERB considers to be unlawful, harmful, threatening, abusive, harassing, defamatory, vulgar, obscene, hateful, racially, ethnically or otherwise objectionable. This includes reference to illegal activities at Strip Clubs or Massage Parlours. Posts alleging substance abuse or health issues will also not be permitted, as well as allegations or discussion of BBFS. Likewise, posts which appear to solicit the sale or purchase of drugs, prescription or otherwise will, be not be permitted

I'm curious, if We can openly discuss Marijuana, the same way We might discuss Wine ?
