He just went through all this recently (to replace the MSN group for Calgary) and could at least let you know why he chose the package he did and what you are in for. He is designing and administrating the forum himself so I am not sure of what his IT skills are.

There is a free message board system that's similar to PERB's. It's available at http://www.aimoo.com/default.cfm

I suggest you use phpbb. Very easy to set up, FREE and very stable.

The advantage of http://www.aimoo.com/default.cfm is that it's externally hosted, so you don't need to install scripts on your own site.
