RCMP warn about man without pants

Burnaby RCMP issued a warning Friday after two female joggers reported seeing a man without pants. The man is 40 years old, six feet tall, with reddish brown hair and a red beard. He was wearing a brown hat and a medium-sized green overcoat.


Could this pervert be a PERBert?

Maybe I am out of the loop, but why does this warrant a warning to be issued? If the joggers only saw a man without the shirt, would they have reported the incident? Why all the fuss? Is it simply because it is unlawful according to the criminal code? Is there a place (a city or a country) on this planet where one can decide for oneself what to wear without being subjected to external intervention?

So they saw the guy walking around without pants... The article never said that the guy was naked underneath... For all we know, he had shorts on and was walking the dog.

Just curious. If two male joggers out running had seen a female wearing only an overcoat, would they have called the police?
