I buy the groceries for the pizza place I work at. They(the grocery store) most certainly do spray fruit and vegetables while they are in the boxes. Most of the boxes have a wax coating, which prevents deterioration of the box during the watering process.
The majority of cockroach problems start by transporting the cockroach from the store to your home. Its too cold in Canada for the roaches to live outside, and this prevents most house to house infestations.
