Would a FS provider find it weird or be insulted if someone asked for only HS?

I wouldn't necessarily consider that making a fool of oneself. However, us SW'ers wish to not have our boundaries, restrictions pushed and left feeling uncomfortable.
There are also clients who also have the same feelings toward what they're seeking from us, based on their levels of intimacy and discretionary needs. Or, for whatever reason is important to them.
Again, simply seek out providers who actually offer HS and/or non FS, or ask when inquiring for one's time. No need to make it difficult, when it's not.

I would make clear what your definition of HS is. Try to avoid miscommunication and be clear as much as possible with expectations.

Just like FS there are different definitions, menus and options for each lady.

I have asked a few SP's for this, never had one seem offended.
However, you have to be careful, ive had girls who I have been very clear with that I only wanted an hj (told them multiple times), nothing more, and they just start giving a bj or bbbj,

wow i’m so sorry this happened to you, that’s absolutely horrible and unacceptable. boundaries are boundaries and need to be respected!

I have quite a few clients who ask for a varying degree of services. Never offended if a client asks to just cuddle and talk, which I’ve definitely had.
