Remember you are to chose the best answer of the three. Obviously "a" is the dumbest choice. Now "b" is quite precise with using "dangerously close" and so also would mean that if cars are close it would then be ok to make the turn. Obviously when logic IS used that would make "b" the wrong choice as well. So that leaves "c" as the obvious answer. Now some will argue that would mean waiting for vehicles far off in the distance, but if they were to apply logic then they would see doing that is wrong. Use your judgement, your good judgement, and you make a left run with on coming traffic do so when that traffic is a safe distance away.
