How to post videos?

I am trying to upload a video I put on Vimeo.

I augmented the size of said video by turning it into a GIF. The video is still being rejected. What is the accepted formatting and sizing for videos ?

I have not had any trouble uploading videos to YouTube and then sharing the links on PERB, however YouTube does not allow videos that show "unclothed genitals, breasts, or buttocks that are meant for sexual gratification. "
