the quickest and cheapest way is still learning how to approach a woman that you find attractive out on the street or somewhere else.
Think about it... it's FREE! the only problem is for people that have a hard time getting out of the house, or guys who work in male-only environments for example, but it is really very easy to do.
I gotta say though, that one of the most efficient ways of meeting suitable girls has got to be to enroll in some sort of activity that you know is frequented mostly by females.
Dancing is a perfect example, Yoga or Pilates are also good.
It's not free to take lessons but keep in mind, you are actually picking up a skill while getting the opportunity of meeting ladies, in a "safe" environment for girls. That's the main thing that keeps girls from meeting "strangers", they might feel threatened.
