Ad them to your block list: mail-options-junkmail settings-block senders

Go to options in hotmail, and you can block them from there.

The 2 other replies are the nice way. I block dickheads by selecting the email and then clicking the Delete and Report button. This makes Hotmail treat everything they send as SPAM. Once their Hotmail address is identified as a spam producer, it becomes useless to them.
