We can't prohibit Canadians from returning - that is their Charter right. But we need more robust quarantine rules, because it's obvious some people (i.e. morons) can't be trusted. Ankle monitors, guarded quarantine hotels, enforcement and penalties. Not like the hotel industry is busy anyway...
