'I think people are getting to the point of tax exhaustion in the city'

Former Winnipeg mayor Glen Murray is considering running for the top job in Toronto, a city he says is close to being unable to sustain itself financially.

Murray told CBC News in an interview he has been asked by a number of people in Toronto to go for the position. While he wouldn't commit to announcing his candidacy, he said he's been giving a run "the very serious consideration that I think it deserves."

Toronto Mayor David Miller announced last week he would not run for re-election.

Toronto faces a number of challenges, Murray said, chief among them moving "from a city that's been building the tax burden on businesses and residents to a strategy that builds the tax base."

"Because the decline of the city really starts when it fiscally no longer can sustain itself," he said. "And I think Toronto is walking dangerously towards the edge of that right now. And I think people are getting to the point of tax exhaustion in the city."

'A hard balancing act'

Murray served as mayor of Winnipeg from 1998 to 2004. He was the first openly gay mayor in a large North American city.

He also served as a city councillor from 1990 to 1998. When he was elected to council for the first time, he defeated Sam Katz, the city's current mayor.

Murray said that whether he's a candidate or not in the Toronto race, he believes he can help increase the city's tax base. He touted his work as a consultant with the Canadian Urban Institute, where he developed a financial strategy for Hamilton and an energy strategy for Calgary.

But changing things won't be easy, he said.

"I think having been a mayor who cut debt, who cut taxes and who built a lot of affordable housing and really enriched and expanded the quality of city services — that's really a hard balancing act," he said. "And it's something that everyone that is leading a city government right now is struggling with."

In May 2004, Murray announced his resignation as mayor of Winnipeg — becoming the first mayor in the city's history to resign mid-term — and took a run at a Parliament seat in the 2004 federal election.

He was billed as a star candidate for the Liberal Party in the riding of Charleswood-St.James, but was defeated by Conservative Steven Fletcher.

Soon after, he moved to Toronto and accepted a position as visiting fellow at the University of Toronto's Massey College. In 2005, he was appointed by Prime Minister Paul Martin as chair of the national round table on the environment and the economy.

He is currently president and CEO of the Canadian Urban Institute, Canada's national non-partisan urban policy institute. He also serves on Ontario Premier Dalton McGuinty's advisory panel on climate change.

Yeah, all he did was turn us from a Regina wannabe into a city with legitimate culture.

What we need is conservatism! Let our closet gay mayor sell our fresh water for pennies! Capitalism is awesome.

Come on man. Murray was our best mayor in recent history. Our current one will sell us all to keep up his "secret".

Yes, I would much rather have a block party for fun than privatize our water to make profits for non-Canadian assholes. Who didn't have a good time at those block parties? That was the last time any white people in this city braved going downtown after dark. Other than to pick up street walkers, of course.

He fucked up more than anything. he couldn't even keep his adopted son in check. The guy was a goof ball and thought Susan Thompson did a good job.
hmm, tough call. What did Murray do? New downtown hockey arena, new freeway, new ballpark, new world famous bridge, NEW WORLD CLASS MUSEUM, expanded floodway, unprecedented new road development, balanced budgets every year... not much at all. But Katz on the other hand, what great development he has brought! Just name it all!!!

He has sold our fresh water to Americans, and managed to hide the fact that he is gay! And, absolutely nothing else, his entire term!!! Yeah conservatives!!!

At the end of the day, he basically couldn't handle it in Winnipeg anymore and left. The first mayor to leave mid term in Wpg (what great committment NOT) Toronto can keep him, he'll end up as he did when he tried running for the liberals in the losing end.

I believe Katz played a big part in the ball park / Goldeyes / Pan Am Games 1999.
The MTS Center?? Opened in 2005. Dont see what Murray had to do with that??
What new Freeway? Winnipeg has a freeway? You obviously haven't been to Saskatoon, Toronto or Calgary lately.
The Keneston underpass, was not Glen Murray either.
Again, Mr. Murray left town mid way through his second term.
He sure was a great leader. LOL

Katz was obviously not acting as mayor when the ballpark was built.

If you think that the MTS was built in one day, I can't help you. No one can. Obviously anyone who pays the slightest amount of attention to local issues understands Murray's role in getting the MTS center built.

Winnipeg has three freeways now and yes, the funding for the Kenaston underpass was done by Murray.

... and by "left town", you are of course referring to how he ran to represent Charleswood in a federal election.

Sam Katz has done absolutely nothing other than enrich himself and his close, criminal friends like Al "Hell's Angels" Golden. Our town has completely stagnated since he took over, and the effects of his failure of an administration will be felt for decades. The water privatization will end up being reversed in ten years, costing us tens of millions of dollars.

Since you seem to enjoy bringing up people's children, you may want to consider whether Golden's son being a child rapist bothers you as much as Murray's personal sexuality clearly does.

You have to be a special kind of hypocrite to be a conservative who frequents escorts. If your psychopathic, women-hating friends had more power they would put everyone on this board in jail for life, or worse.

He stepped down as mayor to run for the Liberals federally and lost to Steven Fletcher.
The fact he quit though in the middle of his term, ended up proving he did not deserve to win a Liberal seat and that he received his just desert!!!

If he was so keen on the Liberal spot at at the time he certainly was scared to run a second time. I guess he realized he would have lost a second time.

Yes he was the mayor involved in a lot of different aspects of the projects that have become so popular over the last few years. However he really can not be given the credit for them. If anything he was against a lot of the projects in the beginning and then supported them.

Anyhow as far as I am concerned have fun in Toronto!!!
