They don't need internet message boards to tell them anything. Massage parlours and escort agencies have been largely tolerated for more than 20 years, but that does not mean they are legal.
From 2002 Ottawa Citizen series by Dan Gardner:
"
How cities 'license' off-street hookers" and
"
The hidden world of hookers"
In Edmonton, street prostitution has "really gone down in the last 10 years," says Staff-Sgt. Aurel Leblanc of the municipal police vice unit. "Ten years ago, we had at least 1,000 girls working the streets here. Today, we're down to probably 250, including even girls working just part-time."
BTW, the agency operator who has been on trial in Calgary was convicted on only a small number of the large number of charges against him, and will not serve any more jail time. It seems that for the other charges, the judge actually bought the excuse that the guy assumed he wasn't breaking the law because he was licensed by the city.
It's also interesting that in the Edmonton Sun article mentioned earlier in this thread, someone is accusing the police of knowingly tolerating MPs. It appears people are finally starting to realize the massive hypocrisy of LE and the city governments. Unfortunately this couldn't be happening at a worse time, with the Conservatives winning the federal election. If the media had been pointing out how largely unenforced these laws have become for several years, people would have concluded by now that it was reasonable to reform the laws to allow brothels to be legal, like they've already done in New Zealand and most of Australia.
