Yes they do.... Once, when I was working for an agency, I was asked to meet someone at the Holiday Inn downtown, and though my instincts told me "don't go" I went anyway. When I got to the room, he was acting weird and asked me if I'd give him a blowjob before I even made it into the room. Luckily I had my license on me and it was only 11pm so I wasn't breaking any "rules". I worked for an exotic entertainment agency and I presented them with my exotic entertainment license, than I was charged with "working as an escort without a license" because I didn't have an escort license. My ad wasn't even in the escort section of the paper... I was advertised as a lingerie model in the business personal section of the paper, so of course I went to court and showed the judge my newspaper ad and my license and the whole thing was thrown out.
They run stings like this once in awhile, but they don't lay criminal charges, they just like to slap huge fines on the girls and the agencies...
It is legal to escort in Canada according to federal law, which is why criminal charges can't be laid. Every few years an agency gets busted, but the charges never stick because the courts can see though the bullshit.
