If this is true, then how are escort agencies allow to remain open? Aren't they benefitting from their sex work? Aren't they advertising sex?

Why even bother to call it illegal if it's not even enforced? so outdated.
it's a lot of work to pass things in legislation. this simply isn't big enough of a priority right now that it's easier to just ask law enforcement to turn a blind eye

They do get shut down sometimes. There are stings and people lose their jobs or face jail time. Usually the media claims the workers were trafficked but that’s not always the case.

This is not as simple as you think. Just because a politician makes a law, does not mean that the law is valid. As such there have already been challenges, and you may remember that the previous set of laws were tossed due to similar grounds. Recently an escort agency in Toronto disputed the legality of the c36 laws, and won, as the judge agreed.

I'm not a lawyer, and this is not legal advice, however, most cities issue licenses for escort agencies, and Vancouver does have an authorized brothel area. Some interesting reading below.

In regards to how agencies work, or at least how they should work. Despite appearances, an agency is not an employer, but rather is often hired by the girls for phone booking, screening, safe incalls, advertising, safety checks, and of course their contact list. Especially when a girl is travelling from one area to another (girls don't usually like to work where they live for privacy reasons), she may find that an agency is simply safer than going it alone and having no idea who is good or bad. Not only that, if you are working, you can't answer the phone, and having to answer messages all night even when you are "off" can get pretty annoying. One girl can easily receive 100-200 messages in a day, including constant dick pics and haggling etc. ,At the end of the day each girl decides what's best for her. Of course I am sure there are all sorts of different arrangements out there.

I think it's pretty clear that girls have the right to hire whoever they want to increase their safety as well as add some convenience. It's in my experience the girls who hire the agency, not the other way around, and as such it's typically the girls who handle the financial transactions with clients rather than the agency. Of course as I said, I can only speak from my own experience, and who knows what other arrangements are out there, but that's how we see it.

Do the agencies take money from the girls? I mean, the agency must make money doing this, otherwise, why would they do it? how much does an agency make off of a girl?

A portion of your fee at an agency will be kept by the agency to cover rent, facility maintenance, promotion, profit....

agency's take a percentage - anywhere from 30% to 70% - depending on the business model....

example - massage parlor charges $30 for an hour - this is for the room and you have to ay more to the worker once in the room. of the $30 the worker may get a small amount but makes money once in the room with you.

escort agency - outcall - $300 per hour - 40% - $120 to agent - for ads, etc - 10% - 30$ to call taker/ booking person - then security/ driver - anywhere from $50 to $100 depending on how far away the call is....

in terms of legal vs/ illegal....

we have lowest level of enforcement here - adult consensual sex work is not enforced against. the city of vancouver have a public policy here;

the advertising prohibition is to prevent advertising of a "human trafficking " victim.... so as always, the harper harpies made plans based on fear and inflated numbers of trafficking victims with no consideration for people who choose to work in our sector. Basically, they did not care if adult consensual sex workers were harmed as long as they could "save the victims" of trafficking....cause you know, sex workers should no better and should become cheap maids for the rich white women who wish to "fight human trafficking".... but i digress....
