Something bad happened. There is no evidence to convict. This article references secondary school rumors. What do you want or expect to happen? Would you honestly prefer these kids are convicted and punished on public opinion?

A stay of charges is quite common when the crown believes a conviction is not possible with the available evidence. Kudo's to the journalist for spinning the story effectively to maximize the emotional response of the uninformed public.
