I think that all depends. Most, if not all, are honestly trying to sell online content thru their OF account. Where it gets dubious is when they also advertise as Incall & Outcall. They could do that in multiple locations at the same time. They may or may not actually be in your location at the time perhaps using the impression they are as a means to lure the pooner into signing up.
Then there are those who legitimately offering OF, Incall & Outcall. Sovanna Kim in Van is one. You can sign up for her OF or text her to book. Maybe as a rule of thumb if OF is the only way to initiate contact then avoid.
They aren't usually escort ads; most of them just link to OF accounts and aren't even local models. I've tried flagging a few of them, but Leolist tends to reject those flags. Honestly their moderation is a bit inconsistent regarding which ads are allowed in that category.
That's because leolist makes money off of the ads regardless of what the content of it is.

Even though the OF admins say that escort ads are against their policy, it's not like there are work arounds for that sort of thing. So the "model" will advertise themselves on Escort sites, and for you to sub to their OF account for $1-$3 a month, and then you realize there is no meet-ups, or there is but she lives in New York, or somewhere further away and you have to pay for her airfare, hotel, and other luxuries... and if it doesn't work out, well, she's got your $1, and the dollars from 10,000 other simps from around the world too... She's still making money.
so real girl or not, there's no real benefit to subbing OF accounts looking for a provider.
That said, if you meet a provider who does OF, that's a different case. Since you've seen her before and want to endorse her ventures knowing she's the real deal.
